INDECENT EXPOSURE/ARREST: 4000 block of Colony Court, 12/17/15, around 4:18 p.m. Juan Carlos Martinez Urquilla, 24, of Alexandria, was arrested and charged with indecent exposure. He was seen touching himself inappropriately in an apartment building lobby.
