Fairfax County, VA – FCPD is proud to announce the promotions of Christina Burrow, Christoper Cosgriff, Deanna Weand, and Kevin White to the rank of Major.

We are grateful for their service and the example they set for others.

Christina Burrow has been promoted to the rank of Major and will serve as the Commander of the Mason District Station.

Major Burrow began her career with the Fairfax County Police Department in 2011. She served as a patrol officer at the Mount Vernon District Station and as a member of the Tysons Urban Team before becoming a detective with the Major Crimes Bureau. As a supervisor, Major Burrow served at the Sully, West Springfield, and Mount Vernon District Stations, as well as the Internal Affairs Bureau. Most recently, she served as the Commander of the Crisis Intervention Team overseeing CIT training and the Co-Responder program.

Major Burrow holds a bachelor’s degree from the University of Pittsburgh at Bradford and has completed several professional programs, including the FCPD Commanders College, the International Association of Chiefs of Police’s (IACP) Leadership in Police Organizations program, IACP’s Women’s Leadership Institute, and the Institute for Leadership in Changing Times. She is currently pursuing a master’s degree in National Security.

In addition to her service with FCPD, Major Burrow serves as an officer in the U.S. Army Reserve with operational deployments to Iraq and Afghanistan. She is a graduate of the U.S. Army’s Inspector General School and Command and General Staff College.

Christopher Cosgriff has been promoted to the rank of Major and will serve as the Executive Officer of Operations.

Major Cosgriff began his career with the FCPD in 2013 and served as a Patrol Officer at the West Springfield District Station. He spent five years on the Neighborhood Patrol Unit before his promotion to Sergeant in 2020 and also served as a supplement member of the Special Operations Division’s Technical Response Unit. As a Sergeant, he served as a first-line supervisor at the Mason District Station. Upon his promotion to Second Lieutenant in 2022, he supervised the Administrative Support Bureau’s Recruiting Section and the Special Operations Division’s Special Response Unit. In 2023, he was selected to serve as the Internal Affairs Bureau’s Investigations Liaison to the Independent Police Auditor and the Police Civilian Review Panel. He was promoted to Captain in 2024, remaining in the Internal Affairs Bureau and serving as the Investigations Division’s Assistant Commander. He was assigned to the Public Affairs Bureau in 2026, where he served as the Commander.

Major Cosgriff holds a bachelor’s degree in Integrated Science and Technology from James Madison University. Prior to his law enforcement career, Major Cosgriff had a successful career in the information technology field. While a freshman at JMU, he founded The Officer Down Memorial Page, Inc., a non-profit organization dedicated to honoring fallen law enforcement officers and served as its executive director for 28 years. He remains on the organization’s board of directors.

Deanna Weand has been promoted to the rank of Major and will serve as the Commander for the Franconia District Police Station.

Major Weand began her career with FCPD in 2005 as a 9-1-1 operator at the Public Safety Communications Center. Since graduating from the Criminal Justice Academy, she has served at multiple patrol stations and in a variety of supervisory, administrative, and command assignments. Her experience includes supporting information technology for the implementation of Body Worn Cameras and security operations for the 2015 World Police and Fire Games. Most recently, she commanded the Community Engagement Division, overseeing community outreach, crime prevention, youth programs, volunteer services, and initiatives designed to strengthen partnerships between the Police Department and the community. Major Weand serves as commander of the FCPD Honor Guard and is an instructor with the department’s Women’s Self-Defense Program.  

She graduated Summa Cum Laude from Mountain State University with a bachelor’s degree in organizational leadership. She is also a graduate of the International Association of Chiefs of Police’s (IACP) Leadership in Police Organizations program and IACP’s Women’s Leadership Institute. Major Weand is a graduate of the 2025 Leadership Fairfax Inclusive Leadership Institute.

Kevin White has been promoted to the rank of Major and will serve as the Commander of the Reston District Station.

Major White began his career with the FCPD in 2003, serving as a Patrol Officer and Neighborhood Patrol Officer at the West Springfield District Station. He was later promoted to Sergeant and served in a supervisory role at the McLean District Station before being assigned to Internal Affairs. Upon promotion to Second Lieutenant, he led the Department’s accreditation efforts as the Accreditation Manager before transitioning to the Organized Crime and Intelligence Bureau to lead the Overdose Investigations Unit. He has served as the Assistant Commander of the Organized Crime & Narcotics Division and the Major Crimes Bureau’s Violent Crimes Division. Additionally, he has served as Assistant Commander of the Civil Disturbance Unit.

Major White holds a bachelor’s degree from Radford University and has completed several notable leadership programs, including the West Point Leadership School, the Fairfax County Police Department’s Commander College, the International Association of Chiefs of Police’s (IACP) Leadership in Police Organizations program, and Leadership Fairfax.
