UPDATE: Rose Ruse Burglars Charged and Awaiting Extradition
Fairfax County, VA – Detectives from our Criminal Investigations Division have charged four suspects in relation to the Rose Ruse series of burglaries that began in December of last year. To see Deputy Chief Brooke Wright’s presser, see the video below:
In January, detectives identified a vehicle the suspects were driving. On January 17, it was discovered the vehicle was traveling through a residential area in Cobb County Georgia. Our detectives notified the Cobb County Police Department (CCPD) who advised the vehicle had been involved in a recent burglary in their jurisdiction. Through real-time coordination with CCPD by our detectives, CCPD officers were able to take four suspects into custody and charge them in relation to their burglary.
Our detectives traveled to Georgia to coordinate with CCPD detectives and review evidence obtained from the vehicle the suspects were driving when they were arrested. Detectives were able to link the four suspects to multiple burglaries in Fairfax County. On February 7, detectives obtained warrants for the suspects in connection with burglaries in Fairfax County. All four suspects are currently being held in Cobb County Georgia on no bond. Upon completion of legal process in Georgia, the suspects will be extradited to Fairfax County.
- Juan Pablo Montecinos Neira, 34, was charged with three counts of Burglary.
- Rey Jesus Arturo Morales Caruin, 27, was charged with three counts Conspiracy to Commit a Felony.
- Dylhan Jesus Esteban Osorio Jara, 23, was charged with three counts of Burglary.
- Karla Alejandra Vicencio Maysonet, 43 was charged with one count of Conspiracy to Commit a Felony, and two counts of Burglary; Principals in the Second Degree or Accessory before the Fact.

Exposing the Ploy: FCPD Investigates Rose Ruse Burglars
Fairfax County, VA – Detectives seek community’s assistance identifying a group of serial burglars who employ bouquets of flowers and tools to break into houses.
Since December 28, detectives have identified five burglaries that are believed to be connected. In four of the burglaries, a woman approached the home with flowers and knocked on the door. When no one answered, she returned to an awaiting vehicle. Two men then forced entry into the home and stole valuables. The items stolen from the homes included jewelry, cash, and purses. The suspects have attempted to conceal their identities by obscuring and tampering with home surveillance cameras.

Detectives are asking the community for their assistance in identifying the woman above. Anyone who recently had someone attempt to deliver flowers to your home or has seen someone matching the picture above is asked to contact our officers.
