Fairfax County, VA – Last week, members of our Real Time Crime Center (RTCC) attended the National Real Time Crime Center Association (NRTCCA) Conference in Phoenix, AZ. FCPD was represented in conference leadership, educational discussions, and on the exhibition floor.

Major Hudson Bull, who serves as the Commander of RTCC and as Business Director on the NRTCCA Board of Directors, was named the 2026 NRTCCA Board Director of the Year for his leadership and contributions to the organization. He is one of approximately 40 NRTCCA directors representing law enforcement agencies across the country.

Sergeant Katherine Wears of the RTCC also represented FCPD during the “Female Drone Panel,” drawing on her experience with the RTCC, drone operations, and other assignments to discuss the use of drones in law enforcement.

One of FCPD’s investigations was prominently featured at the conference. Peregrine, a technology platform used by FCPD’s RTCC, showcased the department’s 2025 investigation into the attempted abduction of a child at Fair Oaks Mall. After the suspect fled the mall, RTCC detectives used Peregrine and other investigative resources to quickly identify him. Detectives later located the suspect at a hotel in Chantilly, where he was taken into custody.

The Fair Oaks investigation is one example of how technology available through the RTCC is helping detectives quickly develop leads and identify suspects. FCPD’s use of technology has also received national recognition. In July, the department’s Drone as First Responder (DFR) program was named Best in Category for Criminal Justice and Public Safety by the National Association of Counties.

Operated through the RTCC, DFR provides officers with real-time aerial information before they arrive on scene, helping them assess incidents and make informed decisions more quickly.
