Two Fairfax County Public Schools Employees Charged with Assault and Battery on Child with Autism
A Fairfax County Public Schools bus driver and aide are facing charges after an 11-year-old boy with autism was assaulted on a school bus twice in one week. The first incident was on October 11 and the second occurred on October 13 on the way to school. A staff member witnessed the second assault and intervened. A supervisor was notified and surveillance footage from the bus was reviewed. Detectives from the Major Crimes Bureau were assigned to investigate the incident and Edmund Bailey, 35, and James Duffy III, 62, both of Lorton, were each charged with one count of assault and battery. The warrants were issued last Friday, and both suspects have since turned themselves in. Bailey has also resigned from his position as an aide, while Duffy III is on administrative leave.
