SEX OFFENSE: 8600 block of Village Square, 2/9/19, 5:20 p.m. A woman was walking home when she saw a man walking towards her while masturbating. The victim shouted and the man ran off. He is described as black, 20 to 25 years old, wearing a red sweatshirt and black pants.
