License Plate Reader Alerts Officers To Carjacked Vehicle and Leads to Arrest

McLean Police District – Three armed men arrested in carjacked vehicle in Tysons.

At 2:10 p.m. on March 30, officers from our Auto Crimes Enforcement Team (ACE) and Tyson Urban Team (TUT) received a Flock License Plate Reader alert for a 2014 Audi Q5 stolen on March 29, in an armed carjacking in Prince Georges County, Maryland. 

Officers from TUT and ACE found the Audi unoccupied and parked near International Drive and Fletcher Street. At 3:08 p.m. three men were observed returning to the vehicle. As ACE officers approached the stolen vehicle, the rear seat passenger, Dominic Davis Armstrong, 18, of Washington D.C. ran from the vehicle and was quickly apprehended by TUT and ACE officers.

The driver of the stolen vehicle, Javon Roach, 18, of Washington D.C., refused officers commands. Roach struck two police vehicles in his escape. Roach then crashed into three community members vehicles, disabling the Audi then ran. Roach was quickly arrested by Fairfax County Motor officers. A handgun manipulated to become an automatic firearm with an extended magazine was recovered on Roach. No community members were injured during this incident.

The front seat passenger, Andre Rushing, 20, of Washington D.C. was arrested by ACE and TUT officers at the scene of the crash. A second handgun was located in the glovebox of the Audi. All three were arrested and held without bond.

Dominic Armstrong (above) was charged with conspiring to trespass to commit larceny, larceny with intent to sell and obstruction of justice.

Javon Roach (above) was charged with disregarding police commands to stop, obstruction of justice, conspiring to trespass to commit larceny, larceny with intent to sell, two counts of possession or transportation of a firearm by a convicted felon, three counts of assault on law enforcement, three counts of malicious bodily injury to law enforcement, use of a machine gun for aggressive purposes, possession of a stolen firearm, and five counts of hit and run.

Andre Rushing (above) was charged with conspiring to trespass or commit larceny and carrying a concealed weapon.
