Fairfax County Chief Kevin Davis Announces Command Staff Promotions and New Director of Crime Control Strategies & Data Analytics

Fairfax, VA — As the Fairfax Police Department (FCPD) continues to grow and embody public safety excellence, we are proud to share a series of well-deserved internal promotions that embody our commitment to data-informed public safety and continued success. FCPD announces the promotion of Elizabeth Quintana to Director and John Lieb to the rank of Major, as well as the promotion of Scott Colwell and Erica Webb to the rank of Captain.

“FCPD’s strength lies within our dedicated and skilled team of sworn and professional staff. Effective leadership is essential to ensure our people are supported and FCPD’s mission is upheld. The recent promotions represent the highest caliber of individuals within FCPD,” said Chief Kevin Davis.

A brief biography of each candidate can be found below:

Elizabeth Quintana has been promoted to Director of Crime Control Strategies & Data Analytics.  Director Quintana joined FCPD eight years ago as a Crime Analyst for the Mason District, supporting numerous criminal investigations and providing analysis on crime patterns and repeat offenders for commanders and patrol officers. Additionally, she spearheaded the training program for new crime analysts and served on the Crisis Negotiations Team for four years. She is a member of the International Association of Crime Analysts and has presented at the annual conference the last two years. Quintana was awarded the Fairfax County Community Police Academy Civilian of Year in 2019 then promoted to Assistant Director in 2021. She became acting director in 2022.

Prior to joining FCPD, Quintana worked as a PR Coordinator for the Washington Metropolitan Area Transit Authority and led a marketing campaign promoting safe behavior in the transit system among young riders. The campaign was featured in the Washington Post and at a youth town hall with the Mayor of Washington, D.C. Quintana later served as a research analyst for the Metro Transit Police Department and helped redesign the department’s patrol districts for the opening of the Silver Line.

Quintana graduated from the University of Pennsylvania with a Master of Science in Criminology and the University of Virginia with a Bachelor of Arts with distinction in Media Studies. She credits a data esthetics class in college with sparking her interest in data visualizations. She is certified as a Tableau Desktop Specialist.

John Lieb has been promoted to Major and will serve as Commander of the Internal Affairs Bureau. Major Lieb previously served as the Captain of the Franconia District Police Station. Major Lieb began his career with the Fairfax County Police Department in 2003. He has served in command roles in the Public Affairs Bureau, and the Sully and Franconia District Stations. He also served as Commander of the Crisis Negotiation Unit and the Crime Prevention Program.  

Major Lieb has a bachelor’s degree from Duquesne University. He completed the International Association of Chiefs of Police (IACP) Leadership in Police Organization training and will be attending the Virginia Association of Chiefs of Police Professional Executive Leadership School this Fall.

Scott Colwell has been promoted to Captain of the Traffic Division of the Operations Support Bureau. Captain Colwell previously served as the Assistant Commander of the Criminal Investigations Division, the Assistant Commander of the McLean District Station, and as the Police Liaison Commander. Captain Colwell began his career with the Fairfax County Police Department in 2003. He was a patrol officer at the McLean District Station and then assigned as a detective in the Criminal Investigations Division before being promoted to the rank of Sergeant. As a first-line supervisor, he served at the Mount Vernon District Station, as an investigator in the Internal Affairs Bureau, as the Community Outreach Coordinator for the Planning and Research Bureau, and as the Criminal Investigations Division supervisor at the Mount Vernon District Station.

Captain Colwell has a bachelor’s degree from Indiana Wesleyan University.  He has completed the IACP’s Leadership in Police Organizations training, the Fairfax County Leadership Track, and FCPD’s Commander College.

Erica Webb has been promoted to Captain of the Compliance Division of the Internal Affairs Bureau. Captain Webb previously served as the Commander of the Inspections Division, the Assistant Commander of the Franconia District Station, and the Personnel Resources Division. Captain Webb began her career with the Fairfax County Police Department in 2001. She spent over 16 years in the Patrol Bureau assigned to five of the eight district stations. As a first-line supervisor she served on the Franconia Neighborhood Patrol Unit, an Investigator in the Internal Affairs Bureau and worked in the Public Affairs Bureau.

Captain Webb has a bachelor’s degree from Old Dominion University. She has completed IACP’s Leadership in Police Organization training, IACP’s Women in Leadership Seminar and FCPD’s Commander College.
