Fraud Spree Ends with Arrest


McLean Police District – Maryland-based thieves were caught in the act committing multiple fraudulent transactions in Tysons.

Detectives from our Tysons Urban Team (TUT) were alerted at 3:49 p.m. on Tuesday, to a possible fraud unfolding at the Apple store located at 1961 Chain Bridge Road.

TUT Detectives spoke with loss prevention and discovered three suspects were attempting to purchase several iPhone 15s with a stolen credit card, totaling $5,578. Detectives quickly arrived to take the suspects into custody before they could leave the store. As these suspects were detained, a victim called to report her credit cards were stolen from her car and were being used by the suspects.

TUT Detectives determined the suspects stole the credit card from the victim’s vehicle earlier that day. Through their investigation, detectives determined the suspects have entered or broken into several vehicles over the last few months in the parking lots of Scotts Run Nature Preserve and Difficult Run Park before committing fraudulent transactions in the Tyson’s area. A total of 65 criminal charges were obtained on the suspects and they are all being held at the Fairfax County Adult Detention Center without bond.

Jose Angel Santos, 20, of Hyattsville, MD

Jose was charged with ten counts of Credit Card Theft, five counts of Credit Card Fraud, three counts of Conspiracy to Commit Credit Card Fraud, two counts of Stolen Property with Intent to Sell, two counts of Wearing a Mask to Conceal Identity, two counts of Destruction of Property, Receiving Stolen Goods, Identity Theft, Possession of Burglarious Tools, Obstruction of Justice, Vehicle Trespass, and Petit Larceny.

Juan Jose Ruiz Leiva, 21, of Riverdale, MD

Juan was charged with eight counts of Credit Card Theft, four counts of Credit Card Fraud, two counts of Conspire to Commit Credit Card Fraud, two counts of Stolen Property with Intent to Sell, two counts of Destruction of Property, Possession of Burglarious Tools, Identity Theft, Petit Larceny, and Vehicle Trespass.

Genesis Flores Caceres, 18, of Hyattsville, MD

Genesis was charged with five counts of Credit Card Theft, Conspire to Commit Credit Card Fraud, Possession of Burglarious Tools, two counts of Credit Card Fraud, Identity Fraud, Stolen Property with Intent to Sell, Destruction of Property, and Vehicle Trespass.

The Fairfax County Police Department would like to take this opportunity to remind community members of a few vehicle safety tips when parking their car.

  • Lock your vehicle: Always lock your car doors, even if you’re just stepping away for a moment. This simple step can deter potential thieves.
  • Secure valuables: Avoid leaving valuable items in your vehicle. If you must, store them in the trunk or out of sight to discourage break-ins.
  • Use Anti-Theft Devices: Consider using steering wheel locks, car alarms, or other anti-theft devices to enhance the security of your vehicle.

These parking safety tips aim to create a secure environment for vehicle owners in Fairfax County. Stay vigilant and take precautions to protect your vehicle and belongings. If your property is stolen, please report immediately to you local police department.
