One Last Stop on Operation ADC Express 2
Fairfax County, VA β Detectives from our Child Exploitation Unit (CEXU) have arrested a teacher after he drove over 1,500 miles from his home in Texas seeking to have illicit contact with who he thought was a juvenile in Fairfax County.
During the month of December, CEXU detectives conducted operation ADC Express 2, to crack down on child predators. During this operation, offenders used internet platforms to initiate sexually related conversations with individuals they believed to be juveniles online. The offenders came to Fairfax County with the intention of committing a sex act with the minor, only to discover CEXU detectives and Street Crimes detectives waiting for them.
In December, the suspect began having sexually related chats online with someone who he thought to be a juvenile but was actually a CEXU detective. On January 10, the man indicated he was driving from Texas to Fairfax County to have an illicit meeting. On Friday, David Ortiz, 32, of Texas, was arrested by detectives from our Street Crimes Unit. Detectives learned Ortiz is employed as High School Band Teacher at United Independent School District. Detectives are in communication with Texas authorities.
Ortiz was charged with Production of Child Sexual Abuse Material, Use of Communication Device to Solicit a Minor, Attempted Indecent Liberties with a Minor, and eight counts of Use of Communication Device to Solicit a Minor (Second or Subsequent Offense). He is currently being held at the Fairfax County Adult Detention Center on no bond.

Parents are urged to closely monitor their childrenβs online activities and use available security settings to prevent the use of inappropriate sites or platforms. Children should be encouraged to report any person engaging in inappropriate conversations or trying to coerce them into providing sexually explicit images of themselves. Parents are encouraged to know what applications their children are using and have open dialog of the dangers they may pose.
