On March 20, officers responded to a business near John Marr Drive in Annandale for an abduction and sexual assault. An employee, an adult female, reported a Hispanic man in his 20-30s attempted to walk into the business around 11:00 a.m. The suspect was denied entry at that time.
The suspect attempted to walk into the business again approximately 10 minutes later and was once again denied entry. On the suspect’s third attempt, he forced his way into the business. He physically and sexually assaulted the victim. The victim was eventually able to escape and call 911.
On Friday, detectives completed a composite sketch of the suspect. Detectives learned the Northern Virginia Community College (NVCC) Police Department was investigating a separate sexual assault attempt. Their investigation identified their suspect as Kevin Lopez-Altan of Annandale. Detectives with the NVCC police department obtained warrants for Attempted Rape and Abduction with Intent to Defile.

Officers with the assistance of our Fugitive Tracking and Apprehension Unit and our Gang Investigation Unit immediately began searching for Altan. Friday afternoon, detectives found Altan and with the assistance of Mason patrol officers, took him into custody.
On Saturday, FCPD detectives charged Altan with a total of ten felonious charges to include three counts of Rape, three counts of Forcible Sodomy, Object Sexual Penetration, Abduction with Intent to Defile, Burglary, and Strangulation. He was held with no bond.
