Fairfax County Chief Kevin Davis Announces Deputy Chief and Major Promotions
Fairfax County, VA – FCPD is proud to announce the promotions of Kevin Shaw to the rank of Deputy Chief, as well as Joanna Culkin and Shannon Massey to the rank of Major.

Kevin Shaw has been promoted to Deputy Chief of the Resource Management Bureau. Deputy Shaw previously served as Major of the Franconia District Station, Captain of the Internal Affairs Bureau, Captain of the Personnel Resource Division, Assistant Commander of the Mount Vernon District, and Assistant Commander of the Crisis Intervention Team, where he proudly launched the Co-Responder Program.
Hired by the FCPD in 2002, Deputy Chief Shaw first served in a patrol capacity at the Franconia District Station. As an officer, he also served on the Franconia Neighborhood Patrol Unit. He was selected as a member of the department’s Decentralized SWAT team before being selected as a detective with the Organized Crime and Narcotics Division, where he held the position of a task force officer with the FBI, partnering with local and federal agencies to combat drug trafficking nationwide. In June 2015, Deputy Chief Shaw joined the supervisory ranks of the FCPD, where he served at the Mason and West Springfield District Stations, Major Crimes Bureau, and the Special Operations Division.
Deputy Chief Shaw has a bachelor’s degree from Westfield State University and completed PERF’s Executive Course, Senior Management Institute for Policing (SMIP).

Joanna Culkin has been promoted to the rank of Major and assigned to the McLean District Station. Major Culkin’s previous supervisory assignments include Commander of the Crisis Intervention Team, Special Projects Lieutenant, and Sergeant at the Crisis Intervention Team and McLean District Station. Major Culkin has been a member of the Fairfax County Police Department since 2010 and began her career as a patrol officer at the Mount Vernon District Station before transferring to the Fair Oaks District Station, where she was a member of the Neighborhood Patrol Unit.
Major Culkin received her undergraduate at Gannon University, majoring in Psychology. She then studied Forensic Psychology at Marymount University, obtaining a master’s degree in 2008. She has attended the Center for Homeland Defense and Security’s Emergence Program, the Institute for Leadership in Changing Times, and recently graduated from the third cohort of the DC Police Leadership Academy.

Shannon Massey has been promoted to the rank of Major and assigned to the Organized Crime and Narcotics Bureau. Prior to his promotion, Major Massey served as the Assistant Commander of the Internal Affairs Compliance Division. He joined the Fairfax County Police Department in 2003, starting as a patrol officer at the Mount Vernon District Station. Throughout his career he has worked in various roles, including detective in the Organized Crime and Narcotics Division and Criminal Investigation Unit. He was later promoted to the rank of Sergeant. As a supervisor, Major Massey served at the Mount Vernon District Station, the assistant team leader of the SWAT team, and an Internal Affairs Investigator.
Major Massey earned a bachelor’s degree from Liberty University and is a veteran of the United States Army. He has completed professional training programs such as IACP’s Leadership in Police Organization and FCPD Commander College.
