High-End Retail Theft Crew Dismantled: Two Arrested, More Sought

McLean Police District – Detectives from our Criminal Investigation Division have arrested two out-of-state retail theft crew members known for targeting high-end boutique retailers across multiple states.

On July 19 at 5:36 p.m., detectives were alerted to a vehicle near the Tysons area that was known to be driven by an organized retail theft crew. A short time later, detectives located two suspects who arrived in the vehicle. Javier Velasco Puebla, 24, and Kevin Brian Espinoza, 19, both of California, were taken into custody.

Javier Velasco Puebla was charged with three counts of Grand Larceny, three counts of Conspiring to Commit Larceny, two counts of Stolen Property with Intent to Sell, and Possession of Burglarious Tools. He was arrested and transported to the Fairfax County Adult Detention Center and held on a $2,500 bond.

Kevin Brian Espinoza was charged with two counts of Grand Larceny, Conspiring to Commit Larceny, two counts of Stolen Property with Intent to Sell, and Possession of Burglarious Tools. He was arrested and transported to the Fairfax County Adult Detention Center and held on a $2,500 bond.

This organized retail theft crew has been linked to approximately $170,000 in total losses from high-end boutique retailers across seven states, including approximately $35,000 in Fairfax County.

Detectives would like to speak to anyone who may have information about this case or can identify the remaining suspects below.
