Smells Like Crime: High-End Fragrance Theft Crew Busted

Fairfax County, VA – After months of investigative work, three suspects have been arrested who are tied to an organized retail theft operation targeting luxury fragrances at Ulta stores across multiple jurisdictions.

The Fairfax County Police Department (FCPD) worked alongside the Anne Arundel County Police Department, Prince William County Police Department, City of Fairfax Police Department, and Montgomery County Police Department to identify and dismantle this organized retail theft crew, which has been linked to thefts dating back to the summer of 2024. Their crime spree resulted in over $190,000 in losses, highlighting the importance of regional cooperation in combating organized retail crime.

During these thefts, the suspects would enter the business, steal high-end fragrances, and flee prior to police arrival. Below is a chart outlining the theft cases that occurred in Fairfax County, Anne Arundel County, the City of Fairfax, Prince William County, and Montgomery County.

Through their investigation, detectives identified multiple stolen vehicles used in these thefts. On March 24 around 5:00 p.m., FCPD’s Auto Crimes Enforcement (ACE) detectives, with the assistance of our Real-Time Crime Center (RTCC) and FLOCK License Plate Reader cameras, alerted the Anne Arundel County Police Department to a possible suspect vehicle location. Anne Arundel County Police Department located the vehicle and three suspects were taken into custody. Washington D.C. Metropolitan Police Department (MPD) also assisted in the investigation with ACE, contributing to the successful resolution of the case.

Damari Cousar, 21, of Washington D.C., was charged with Armed Robbery (Montgomery County), Grand Larceny (Prince William County), Grand Larceny with Intent to Sell, and Conspiracy to Commit Larceny (Fairfax County). He is being held at the Anne Arundel County – Jennifer Road Detention Center on no bond as he awaits extradition back to Fairfax County. Additional charges are pending.

Rasaan Washington, 28, of Washington, D.C., was charged with Felony Destruction, Grand Larceny, Conspiracy to Commit Larceny, (Montgomery County) and served several outstanding Failure to Appear warrants. He was taken into custody by Anne Arundel County Police Department and is being held at the Anne Arundel County – Jennifer Road Detention Center on no bond. Additional charges are pending.

A 17-year-old juvenile male has been identified as a suspect involved in the organized retail theft crew. He was charged with Rogue and Vagabond, Unlawful taking of a Motor Vehicle, and Unlawful Removal of a Motor Vehicle (Anne Arundel County). Additional charges are pending.
