Foundation Leader Arrested for Unlawful Filming of Minors
Fairfax County, VA – Detectives from our Child Exploitation Unit have arrested a 52-year-old man for unlawfully recording multiple minors in his home in Groveton.
On May 27, Child Protective Services received a referral that an employee with the Lao Heritage Foundation, an organization that runs cultural music and fine arts summer programs, was under investigation in Ohio for unlawful filming of a minor. Detectives coordinated with the out of state jurisdiction and developed information that additional violations may have occurred in Fairfax County.
During the investigation, detectives learned that Victor Souphom, 52, of Groveton had traveled to Ohio with minors and stayed in a rental home during an event. While at the rental home, a video recording device was located, and the local authorities were called to investigate.
Fairfax County detectives developed reason to believe Victor Souphom had also been recording minors and others without their knowledge at his home while hosting events for the Lao Heritage Foundation.Detectives then executed multiple search warrants for Souphom in Fairfax County and located hidden cameras and digital media storage devices in his residences and car.

Souphom was arrested on May 29 and transported to the Fairfax County Adult Detention Center. He was charged with two counts of Unlawful Filming of a Minor. He is being held on no bond.
