Chief Kevin Davis Releases Body-Worn Camera Footage from Fatal Pedestrian Hit-and Run in Hybla Valley
Fairfax County, VA – Today the body-worn camera footage from the September 23rd pedestrian hit-and-run in Hybla Valley was released. The following information is based on preliminary and ongoing investigation. The Department’s understanding of the facts and circumstances may change as additional evidence is collected and analyzed. Mount Vernon Police District – The criminal and administrative investigations continue into the September 23 hit-and-run pedestrian crash at the intersection of Richmond Highway and Belford Drive in Hybla Valley that left a woman dead.
Trina Jones, 62, of Alexandria was struck by a black Mercedes that fled the area. Jones was then struck by a responding Fairfax County police officer arriving on scene. Jones was transported to a local hospital where she was later pronounced deceased.
Officer Jalin Phillips, a 2-year veteran of the department, was the officer involved in the crash. Officer Phillips is assigned to the Mount Vernon Police District. He is on restricted-duty status while the investigation continues.
The body-worn camera footage will be released within 30 days of the incident in accordance with the department’s guidelines.

Mount Vernon Police District— Detectives from our Major Crimes Bureau are investigating a hit-and-run pedestrian crash that left a woman dead in Hybla Valley.
Yesterday at approximately 8:39 p.m., officers responded to the intersection of Richmond Highway and Belford Drive in Hybla Valley for a hit-and-run crash involving a pedestrian. The witness reported that a black Mercedes struck a pedestrian and fled the scene. While arriving to the scene, a Fairfax County police officer struck the pedestrian, who was still in the roadway. Fairfax County Fire and Rescue responded and immediately began performing life-saving measures.
Trina Jones, 62, of Alexandria was transported to a local hospital where she was later pronounced deceased. Detectives from our Major Crimes Bureau and Crash Reconstruction Unit responded to assume the investigation.
Preliminarily, detectives determined Jones was crossing Richmond Highway when she was struck by a 2016 black Mercedes C300. The driver did not stop for the crash and continued southbound. An officer responding to the scene, driving a marked police cruiser southbound on Richmond Highway, then struck Jones.
Through their investigation, detectives were able to obtain a picture of the Mercedes involved in the initial crash.

Victim specialists from our Major Crimes Bureau’s Victim Services Division have been assigned to ensure that the victim’s family is receiving appropriate resources and assistance.
The officer involved in the crash has been identified as a 2-year veteran assigned to the Mount Vernon Patrol District. As per department policy, the officer has been placed on restricted duty status pending the outcome of the investigation.
The criminal investigation is being conducted by the Major Crimes Bureau. The results of the investigation will be presented to the Office of the Commonwealth’s Attorney. Our Internal Affairs Bureau is conducting an administrative investigation in accordance with policy.
