Detectives & Retail Loss Prevention Officers Team Up to Take Down Thieves
Fairfax County, VA – A coordinated enforcement effort between detectives from the Reston and Sully Criminal Investigations Division (CID), the Reston Neighborhood Patrol Unit (NPU), and local retailers has successfully resulted in the arrest of five thieves connected to larcenies and the resale of stolen merchandise.
Working closely with our regional retail loss prevention partners at Target and Home Depot, from March 17 to March 27, detectives identified individuals responsible for thefts who were targeting high-value merchandise. In several cases, detectives determined that stolen items were quickly being resold to secondhand merchants in Fairfax County. Detectives also coordinated with the Loudoun County Sheriff’s Office when investigations revealed cases crossed jurisdictional boundaries.
Initial Arrest
On March 18 at 5:08 p.m., officers responded to the 12000 block of Sunset Hills Road in Reston for a larceny. A loss prevention officer reported a man was inside the store actively stealing.
Officers quickly located the suspect who attempted to flee on foot. After a brief foot pursuit, officers took Jabari Oliver, 38, of no fixed address, into custody.
During the investigation, detectives identified a pattern of theft involving Oliver and ultimately linked him to seven separate cases where he stole items from retailers in the region and resold them to secondhand merchants within Fairfax County. Several of those thefts occurred at retailers in Loudoun County before similar thefts were reported in the County.

Oliver was transported to the Fairfax County Adult Detention Center and charged with Grand Larceny, Possession of a Schedule I/II Narcotic, Possession of Stolen Property with Intent to Sell, and Obstruction of Justice. Detectives also served additional warrants related to other recent cases, including Unauthorized Use of a Vehicle, Grand Larceny, Possession of Stolen Property with Intent to Sell, Conspiracy to Commit Larceny, Obtaining Money by False Pretenses, and six counts of Obtaining Identifying Information with Intent to Sell. He was later released on a $15,000 bond.
Operation Results
This initiative focused on strengthening communication between police and our retail partners, identifying suspects tied to previous thefts, and addressing repeat offenders involved in retail crime activity.
During the initiative, detectives and officers generated several proactive investigations and arrests related to retail theft activity and resale of stolen goods, resulting in:
- 17 felony charges
- 15 misdemeanor charges
Through their investigation, detectives learned some individuals connected to these investigations were wanted on outstanding warrants, while others were identified during proactive patrol or through coordination with retail loss prevention partners. While these incidents are not necessarily tied to a single organized group, detectives observed a pattern of frequent offenders targeting merchandise that could be quickly resold.

Retail theft continues to impact businesses throughout the region. Detectives are working with retailers and regional law enforcement partners to identify offenders, serve outstanding warrants, and disrupt repeat theft activity targeting Fairfax County businesses.
