Fairfax County, VA – The Fairfax County Police Department has criminally charged a Master Police Officer (MPO) with two counts of misdemeanor Shoplifting in connection with two separate incidents.

On September 23, at approximately 11:00 a.m., officers responded to Target located at 10301 New Guinea Road in Burke for a reported shoplifting. Loss prevention staff reported that a customer, later identified as MPO Scott Abram, 44, of Spotsylvania, concealed the barcode of one item using a less expensive item during a self-checkout transaction on September 22, at approximately 1:00 p.m. Abram then left the store with both items after paying for only one. Abram was in uniform and on duty at the time of the incident.

Loss prevention staff also reported a similar incident involving the same officer at a Target located at 6600 Springfield Mall in Springfield later that same day on September 22, at approximately 5:00 p.m. He was off duty at the time of this incident.

Our Internal Affairs Bureau and Major Crimes Bureau were notified immediately, and Abram was placed on administrative leave while criminal and administrative investigations continued.

On October 8, detectives criminally charged Abram with two counts of misdemeanor Shoplifting. He was released on two criminal summonses.

“I am disheartened that a police officer has betrayed the public trust with these intentional acts of criminal misconduct.  It is unacceptable, and I will not tolerate it,” said Chief Kevin Davis.

Abram is a 23-year veteran assigned to the School Resource Officer Unit.
