Fairfax County Chief Kevin Davis Announces Captain & Major Promotions

Fairfax, VA — The Fairfax Police Department (FCPD) is proud to announce the promotion of Frederick Chambers, Robert Hines, and Rachel Levy to the rank of major. FCPD is also proud to announce the promotion of Wahid Alam, Derek Gray, Marc Mitchell, and Daniel Spital to the rank of captain.

“Strong leaders who deeply care about community service and public safety can be few and far between, but I see the men and women of FCPD rise to the occasion every day. These promoted leaders are confidently taking on new roles, each with its own set of unique challenges. I know each are well-suited to succeed,” said Chief Kevin Davis. “Their innovative and cutting-edge policing strategies and ideas will continue to drive our police department to new heights.”

A brief biography of each candidate can be found below:

Frederick Chambers has been promoted to Major of Patrol Bureau 1. Major Chambers previously served as Captain of the Mount Vernon District Police Station. Major Chambers began his career with the Fairfax County Police Department in 2001. He went on to serve as the Commander of the Mount Vernon District Station, Criminal Investigations Division, the Crisis Negotiations Unit, and the Honor Guard. Major Chambers also served as the Equity Lead, Assistant Commander of the Violent Crimes Division, and Assistant Commander of the Mount Vernon District Station.

Major Chambers has a bachelor’s degree from Bluefield College. He previously worked for the United States Secret Service Uniform Division and is a United States Marine Corps veteran. He completed the West Point Leadership School, International Association of Chiefs of Police (IACP) Leadership in Police Organization training, and the Virginia Association of Chiefs of Police Professional Executive Leadership School.

Captain Frederick Chambers

Robert Hines has been promoted to Major, where he will serve as the Commander of the Planning and Research Bureau.  Major Hines began his career with the Fairfax County Police Department in February of 2007.  During his career, he has worked as a patrol officer in the McLean District, where he was later promoted to squad supervisor at McLean and later the Fair Oaks District Station.  Major Hines has also worked previous assignments with the Department’s Policy and Directives Change Team and as an investigator with the Internal Affairs Bureau.  He has served in command roles with the Department’s Crisis Intervention Team and as the Assistant Commander of the West Springfield District Station.  He is a recipient of the Chief’s Eagle Award, Bronze Medal of Valor, Department Lifesaving Award, and Instructor’s Award during his basic training at the Fairfax County Criminal Justice Academy.

Major Hines has a bachelor’s degree in public policy studies from Duke University, a juris doctorate from The Catholic University of America’s Columbus School of Law, and is currently admitted to the North Carolina State Bar. He has also completed IACP’s Leadership in Police Organizations training and will be attending an upcoming session of the Virginia Association of Chiefs of Police’s Professional Executive Leadership School.

Major Robert Hines

Rachel Levy has been promoted to Major of the Resource Management Bureau. Major Levy previously served as the Commander of the Sully District Station. Major Levy began her career with the Fairfax County Police Department in 2005. She went on to serve as the Commander of the Personnel Resources Division, Assistant Commander of the Personnel Resources Division, and the Assistant Commander of the Franconia District Station. In addition, Major Levy serves as one of the commanders of the Search and Rescue Team and previously commanded the Crime Prevention Program.

Major Levy has a bachelor’s degree from Greensboro College. She also served eight years in the United States Army. Her notable leadership schools include Leadership in Police Organizations, Women’s Leadership Institute, Emerging Leaders Institute, the Institute for Leadership in Changing Times, the Professional Executive Leadership School, and most recently, the Senior Management Institute for Police.

Major Rachel Levy

Wahid Alam has been promoted to Captain of the Internal Affairs Bureau – Compliance Division.  Captain Alam previously served as the Assistant Commander of the Franconia District Station. Captain Alam began his career with the Fairfax County Police Department in 2004. He went on to serve as the Police Liaison Commander for the Department of Public Safety Communications and as an Assistant Commander for the Fairfax County Criminal Justice Academy.

Captain Alam has a bachelor’s degree from George Mason University and a Master of Business Administration from California Southern University. He also completed IACP’s Leadership in Police Organization training.

Captain Wahid Alam

Derek Gray has been promoted to Captain, Commander of the Criminal Justice Academy. Captain Gray previously served as the Assistant Commander of the Internal Affairs Bureau, the Franconia District Station, and the McLean District Station. He is a 26-year veteran of the Fairfax County Police Department and a US Air Force veteran. Captain Gray has a bachelor’s degree from Bluefield University. He also completed IACP’s Leadership in Police Organization training.

Captain Derek Gray

Marc Mitchell has been promoted to Captain, Commander of the Mount Vernon Police District. He is a sixteen-year veteran of the Fairfax County Police Department. Captain Mitchell has served as the Police Liaison Commander, Assistant Commander for the Reston District, and most recently as the School Liaison Commander. He was a founding member of the Fairfax County Communities of Trust which has worked tirelessly to build trust between law enforcement and the community.

Captain Mitchell successfully completed the Leadership Fairfax Program and also attended George Mason University where he graduated magna cum laude with a bachelor’s degree in the administration of justice.

Captain Marc Mitchell

Daniel Spital has been promoted to Captain of the Sully District Station. Captain Spital previously served as the Assistant Commander of the Public Affairs Bureau and as the Assistant Commander of the Mason District Station. Captain Spital began his career with the Fairfax County Police Department in 2006. He went on to serve as a Second Lieutenant in the Major Crimes Bureau, supervising both the Child Abuse and Sex Crimes Units.

Captain Spital has a bachelor’s degree from the University of Maryland, College Park. He also completed IACP’s Leadership in Police Organization training.
