Fairfax County Chief Kevin Davis Announces Major Promotions

Fairfax County, VA – FCPD is proud to announce the promotions of Brian Bowman and Elizabeth Melendez to the rank of Major.

“These leaders have displayed dedication, tireless work ethic, and commitment to serving our community and exemplify the values we uphold,” said Chief Kevin Davis.

Brian Bowman has been promoted to the rank of Major and assigned to the Internal Affairs Bureau Compliance Division.

 Major Bowman commenced his career with the Fairfax County Police Department in 2005, progressing through a variety of roles throughout his tenure.  Most recently, he served as the Commander of the Helicopter Division.  His prior experience includes maritime enforcement with the Marine Patrol Unit, patrol supervision at the Reston District Station, and investigations serving the Internal Affairs Bureau.

Major Bowman holds a bachelor’s degree from the Virginia Military Institute.  He is a graduate of the Leadership Fairfax Emerging Leader’s Institute, FCPD Commander’s College, and holds a certification from the Force Science Institute.

Elizabeth Melendez has been promoted to the rank of Major and will continue to serve as the Commander of the Criminal Investigations Division. Previously, she held the role of Assistant Commander in the Criminal Investigations Division and the Operations Support Bureau. Beginning her tenure with the Fairfax County Police Department in 2000, she was assigned to the Reston and Mount Vernon District Stations.

She served in various capacities, including patrol and a detective in the Criminal Investigations Section. Taking on leadership roles, Major Melendez supervised at the Franconia and Mason District Stations. She was also assigned to the Criminal Justice Academy and Firearms Training Unit.

Major Melendez earned her bachelor’s degree from George Mason University and completed professional training programs from the International Association of Chiefs of Police’s (IACP) Leadership in Police Organization training, IACP Women’s Leadership Institute, and FCPD’s Commander College.
