Chief of Police Kevin Davis Announces Deputy Chief and Major Promotions
Fairfax County, VA – FCPD is proud to announce the promotions of Marisa Kuhar to the rank of Deputy Chief, as well as Matthew Lane, Hudson Bull, Marques Lowery, and James Curry to the rank of Major.

Marisa Kuhar has been promoted to the rank of Deputy Chief and will serve as the Deputy Chief for Patrol Bureau I.
Deputy Chief Marisa Kuhar started her career in 2000 as a cadet with the FCPD. Since graduating from the Criminal Justice Academy, she has held multiple positions over the years from the rank of Patrol Officer, to a first-line supervisor, to command level ranks of First Lieutenant and Captain. These various assignments included working at the Sully District Station, the Mason District Station, and the Fair Oaks District Station, the Youth Services Division, the Criminal Justice Academy, the Department of Public Safety Communications, and the Major Crimes Bureau. She was most recently the commander of the Franconia District Station.
Deputy Chief Kuhar graduated Summa Cum Laude from Liberty University and holds a bachelor’s degree in criminal justice. She has also completed the Police Executive Research Forum’s (PERF) Executive Course, Senior Management Institute for Policing (SMIP) as well as the Washington, D.C. Police Leadership Academy (DCPLA).

Matthew Lane has been promoted to the rank of Major and will serve as the commander for the Internal Affairs Bureau.
Major Lane began his career with the FCPD in 2010 and served as a Patrol Officer at the Mason District Station. He was selected for the Administrative Support Bureau, where he served as a detective until his promotion to Sergeant in 2017. As a Sergeant, he served as a first-line supervisor at the Mason District Station. Upon promotion to Second Lieutenant, he led the Mason District Neighborhood Patrol Unit before being assigned to the Administrative Support Bureau as a supervisor. He was then assigned to the Major Crimes Bureau before his transfer to the Internal Affairs Bureau where he serves as the Assistant Commander.
Major Lane holds a bachelor’s degree in polymer chemistry from the North Carolina State University and is a graduate of Fairfax County’s Middle Manager Round Table, FBI-LEEDA Command Leadership Institute, FCPD’s Commander College, and the International Association of Chiefs of Police’s (IACP) Leadership in Police Organizations program.

Hudson Bull has been promoted to the rank of Major and will continue to serve as the commander for Real Time Crime Center.
Prior to his promotion, Major Bull oversaw the development and operation of the Real Time Crime Center and revitalized the agency’s license plate reader program. Joining the department in 2013 after service in the U.S. Marine Corps and U.S. Secret Service, he began at the West Springfield District Station before taking on supervisory roles in the Fair Oaks District, Reston District, Major Crimes Bureau, Internal Affairs Bureau, and Public Affairs Bureau.
Major Bull holds a bachelor’s degree in criminal justice from American Military University and has completed leadership training through the International Association of Chiefs of Police’s (IACP) Leadership in Police Organizations program and a certificate in Strategy Execution in Public Leadership from Harvard University. In 2024, he was recognized as an IACP 40 Under 40 Award recipient.

Marques Lowery has been promoted to the rank of Major and will serve as the commander for the Franconia Station.
Major Lowery began his career with the FCPD in 2007, serving as a Patrol Officer and Neighborhood Patrol Officer at the Franconia District Station. He was later promoted to Sergeant and served in a supervisory role at the McLean District Station. As a Second Lieutenant, he led the McLean Neighborhood Patrol Unit before transitioning to the Office of the Chief as the Community Outreach and Volunteer Coordinator. He has served as the Assistant Commander of the Internal Affairs Bureau’s Compliance Division, the Fair Oaks District Station, and the Special Investigations Division. Additionally, he has held the role of Assistant Commander for Search and Rescue and is a DCJS-certified instructor.
Major Lowery holds a bachelor’s degree from Virginia Tech and has completed several notable leadership programs, including the Fairfax County Police Department’s Commander College and the International Association of Chiefs of Police’s (IACP) Leadership in Police Organizations program.

James Curry has been promoted to the rank of Major and will continue to serve as the Commander of the Criminal Investigations Division.
Major Curry began his career with the department in 2010, starting in the Franconia District then the Reston District while serving as a Field Training Instructor. Taking on leadership roles, Major Curry supervised at the West Springfield District, Public Affairs Bureau, and as an investigator in the Internal Affairs Bureau. Previously, Major Curry held the role of Assistant Commander of the Criminal Investigations Division and Mason District Station. He also served as the Commander of the Public Affairs Bureau.
Major Curry earned his bachelor’s degree from James Madison University and obtained his master’s in public administration from Anna Maria College. He previously conducted professional training programs such as International Association of Chief’s of Police’s Leadership in Police Organization training and FCPD’s Command College.
