Fairfax County, VA – The Fairfax County Police Department is highlighting its Pre-Academy Recruit Program (PARS), a year-round initiative designed to prepare newly hired officers for the rigors and expectations of the Fairfax County Criminal Justice Academy (FCCJA), while strengthening the department’s ability to recruit and retain top talent.

As law enforcement agencies across the region continue to navigate staffing challenges, FCPD has remained focused on building a strong, sustainable pipeline of qualified candidates. As a result, FCPD maintains a vacancy rate of just 3%, a notably low level compared to agencies across the region. Through investment in compelling recruiting campaigns and programs like PARS, the department has seen a record number of applicants in recent years, the highest levels since 2017, positioning Fairfax County to remain competitive while continuing to prioritize quality, preparation, and long-term success.

PARS operates year-round and is designed to build the mental, professional, and physical foundation recruits need before entering the academy. Rather than waiting for an academy class start date, newly hired recruits begin their careers immediately in a structured and supportive environment that introduces them to the profession and prepares them for what lies ahead.

From day one, participants are full Fairfax County Police Department employees, receiving full salary and benefits while assigned to the program. During this time, the pre-academy recruits follow a structured schedule that strengthens readiness, builds confidence, physically conditions them, and reinforces the department’s culture and expectations.

The PARS program delivers a comprehensive, well-rounded experience focused on preparing recruits across multiple areas of professional development, including:

Professional Foundation & Department Orientation

  • Introduction to the Fairfax County Police Department’s mission, structure, and expectations

  • Overview of benefits, resources, and career pathways within FCPD

Wellness & Resilience

Communication & Career Readiness

  • Development of verbal and written communication skills critical to policing
  • Exposure to real-world scenarios and expectations in public safety interactions
  • Opportunities to build confidence in professional settings

Operational Exposure & Community Engagement

  • Ride-along opportunities with patrol officers
  • Participation in community engagement initiatives and events
  • Early understanding of the department’s role in serving a diverse community

Physical Preparation & Performance

Familiarization & Experiential Learning

  • Familiarization with career pathways, advancement opportunities, and specialty units across the department to support long-term growth
  • Facility tours and hands-on exposure to department operations
  • Regional tours and educational experiences across the DC metro area
  • Insight into the broader public safety landscape and partner agencies

PARS also provides early exposure to the many career paths within FCPD, helping recruits better understand the scope of the profession and encouraging long-term growth within the department.

One of the program’s greatest strengths is its ability to support individuals from a wide range of backgrounds. Participants include recent college graduates, individuals transitioning from other careers, military service members entering civilian life, and those beginning their professional journey.

The program continues to evolve with each academy session, incorporating participant feedback and data-informed improvements to ensure the experience remains effective, relevant, and impactful.
